Meeting sounds great!
How did you all like the food at Leftys?
I found it barely edible.
If we could find some better food, it'd be okay with me.
Otherwise, see you at Lefty's!
Meeting is the important part!

Hey Everyone,

Some of us are thinking it would be a good idea to have a legislative planning meeting to draft and refine our strategy in Salem. Since there are already plans to go to Lefty's, I have reserved the back room for us from 3:00 -6 so we can have a discussion as a group. I hope this is okay with everybody.

VP will pay for the room, you get to buy your own food.

If we order ahead, they can have food ready for us, if we order when we get there, it'll take a little longer.

Lefty's (http://www.leftyspizzeria.com/)

Let me know if you have a preference,

Does any one know where we can park for this ACMM meeting? It does not seem to be at the same location as the previous Salem meeting.
Thanks

JUST to remind folks to attend the Meeting tomorrow if they can. It's about a 700+miles round trip for personally, but I feel it is important to be informed and you can even speak if you wish, and time permits. I love seeing all the OGFers that show up, but it is important for any OMMP participant to be there.

So if you are within driving distance and have nothing else planned come on OUT!!

with healing and loving thoughts

I looked at mapquest and this place is about 2 blocks south and 2 blocks east of the capitol bldg.....
Probably street parking with 3 handicap spaces and 24 reserved spaces for media, and the rest parking meters...

AND Lefty's is just a couple of blocks from the ACMM meeting place.....

This from dpfor.
Steve-o, I promised a report on the legislative planning meeting.
Lairds legislative report kind of changed everything in terms of planning action with the legislature.
See his report at the end of the report.

---------------------------------------------------------------------------
HI all-
Well the ACMM met Thursday in Salem at the DAS building across from Willson Park
next to the Capitol Building.

It was great to welcome two new people to the
group. A new member of the ACMM is Brian Michaels, who just won an Oregon
Appeals Court ruling returning captured medicine to patients, filling the
vacancy created by Dr. Bayer's resignation. We were also introduced to
Tawana Nichols who is the new permanent OMMP manager. Tawana will replace
Mellony Bernal, who will return to her former position. Tawana has long
experience with DHS in fields which I believe will help her run the OMMP
efficiently and compassionately.

At the meeting the ACMM approved the final draft of the Patients' Handbook, with
very few changes, completing a task inherited from the previous work group.
While it may not be seen by all to be a perfect rendition, the likely passage
of sb 161, the OMMP bill, will give another opportunity to address any issues as
we bring handbook information into conformity with that bill's language.

The Domino Effect sub-committee reported back from a meeting with the Drug and
Alcohol task force and brought positive news. Seems the task force planned the
permanent OMMP bank robbery scheme on the basis of info that surplus money from
OMMP went into the general fund, so they just wanted to tap it first. All that
we had problems with turned out to be based upon the input from uninformed and
indeed, misinformed participants in the task force. Our side, Sandee Burbank,
John Sajo and Jim Klahr all report a new spirit of co-operation with this
important, but here-to-fore, pain in the butt group.

Regarding the inquiry to Department of Justice concerning their claims in the
Organized Crime Report the ACMM approved a letter drafted by Lee Berger from
input by Stormy Ray and myself. We invited the Director of the Criminal Justice
Division of DOJ to appear before the ACMM and explain why they made the claims
about OMMP being a screen for drug trafficking. Stay tuned...

And we elected a new slate of officers for the next year. Sandee Burbank will
continue her stellar work as Chair and yours truly will be the Vice-Chair.

All in all, the meeting was fast, efficient and collegial. The only unfortunate
part of the meeting was that for most of us, it is the last time we get to
associate with Pam Salsbury. She will have moved to Oklahoma by our next
meeting. I know we all wish her well on her new life there with her new
husband. I will say though, that while I am all in favor of reducing the
military apparatus, closing the base in Vancouver where her husband was
stationed did us no good in the long run.

And since the Capitol was across the street, I stopped to see the folks we know
there and have some news to pass on. Mixed new, but news anyway. SB 767, the
State Dispensary Bill in Sen Morrisettes committee is not going to come up for a
hearing because he does not have the votes to move it out of committee. Seems
the lopsided vote for sb 465 has poisoned the legislative well for bills
"relating to medical marijuana" (our's anyway). The AG's office had concerns
also and so the issue is punted till next session most likely. But you should
check with Madeline on what to spend your time on relating to 767.

SB 161, is tentatively scheduled for a hearing on April 9. Legislative counsel
has some questions to ask Grant about the amendments, but Grant in gone till
Monday so if all happens without hitch, the date will hold, but if not, not.
Do plan to attend- I unfortunately will be in Santa Barbara on a family gig.
But the rest of you need to go! I did offer an amendment which would change the
word "should" to "shall" ORS 476.300 regarding marijuana being medicine and how
it is to be treated. If it is adopted, the whole scene changes on the work
front.

Hb 3299, is described by the staff of the House Judiciary Chair as being
"somewhere in real big pile of bills". It was unknown yesterday when they might
get to finding it in the pile and when it might get heard when found. Judiciary
does have the largest load as can see and is flooded. There is also a problem
with the subsequent referral to Elections, Ethics and Rules, even though they
are mostly our friends. The problem is time. Bills with subsequent referrals
seldom get done by end of session so folks with little time and much to do tend
to not want to spend it on something which likely will not get done anyway,
thereby wasting any time in on it. BUT- Lee is going to meet with the sponsor,
Chip Shields to see if life can be breathed into it.

A positive bit of news is SB 348, Sen Prozanski's hemp bill, scheduled for
hearing on April 24, in the Environment and Natural resources Committee Chaired
by Avakian. It will show on the schedule a week before or so. This may be a
good vehicle for those who pissed on mmj thru sb 465 to fix things a little.
After all this isn't about those dopers, we have a real need for hemp seed fuels
to lessen out dependence on those oil barons!! Even a "concerned legislator"
ought to be swingable on this one.

And last, but not least, sb 465. The word from our true friends in the
Elections, Ethics and Rules Committee is: SHHHHHHH! the baby is sleeping! In
short, 465 and its house clone 2808 are in a committee where the vice-chair
hates the bill and the chair has no reason to like it. Our friends in the ACLU
have worked the halls well and have awakened the rest of organized labor which
oppose the bill. Our friends think there is a good chance of this quietly
suffocating in the "bottom drawer, under the phone book" but they fear that
continued attention to the bill from either side could somehow wake it up. I
have a promise that should the chair, at some time, need support for not moving
the bill then I will be notified and then so will you- In the meantime, I
believe them- SHHHHH!

OK folks, that's all from here. Laird
